Public Delivery Environment without a Third Party Contract

Thesis:
Project delivery system refers to the overall process by which a project is designed and constructed. Traditionally in the Public Sector, this involves almost exclusively the use of the design-bid-build system, separating design and construction services. In recent years, the Industry has begun seeking alternative methods to improve the overall project delivery. The most popular is the Integrated Project Delivery (IPD) method. IPD adds a new element to the overall process — third party contracts. A third party contract ties all parties together making the payment of their fees contingent upon everyone’s performance, thus creating a mandated team environment. Most Public contracting codes restrict or limit the use of third party contracts. This presentation introduces a new hybrid approach, where all parties work under direct owner contracts; but all share in a team incentive when everyone meets set goals.
Solution:
On the construction of the new laboratory for the University of California San Francisco Cardiovascular Research Institute, teams were brought together early in a collaborative environment. From the onset, the team worked together in unison to meet set project milestones to receive the team incentives. Consensus was obtained early in the process through the use of the Last Planner™ scheduling techniques. Other lean construction methods were implemented to improve efficiency and minimize waste. Building information modeling created a visual dialogue between team members as they strategized to anticipate issues and clear constraints. The cohesive project delivery strategy implemented at UCSF has helped break through traditional barriers that limit communication and results.
What was done and why:
In this session, the speaker will share insight on how their collaborative hybrid approach to Integrated Project Delivery along with lean construction techniques and building information modeling, can result in optimized project results, increased value, reduced waste, and maximum efficiency through the entire construction process.

The audience will gain an understanding of strategies and methodologies of a hybrid approach to implementing Integrated Project Delivery system for the optimal results before, during and after the construction.

The Lean Construction Institute (LCI), a non-profit research organization, was founded in August 1997.
